【摘要】:ThisTechnicalSpecificationspecifiesElectronicCitizenCard(ECC)requirements.TheECC,isasmartcardissuedundertheauthorityofagovernmentinstitution,eithernationalorlocalandcarriescredentialsinordertoprovideallorpartofthefollowingservices:1)verifytheidentity;2)actasanInter-EuropeanUniontraveldocument;3)facilitatelogicalaccesstoe-governmentorlocaladministrationservices.ApublicadministrationauthoritymayentitleaprivateorganisationtoprovideallorpartoftheECCservices.ThisTechnicalSpecificationisintendedtoofferthecardissuerwithagreatdealofflexibilityfortheECCspecification,inconnectionwiththeservicesthattheECCprovides,theauthenticationmechanismssupportedandthenationalspecificpublicpolicywithanspecialconcerntoprotectthecitizenprivacyaccordingtotheapplicableEuropeanlegislation.TherequirementsdescribedinthisTechnicalSpecificationareusedto:a)defineaplasticbodycardwithassociatedphysicalandlogicalsecurities;b)specifytheelectricalinterfaceanddatatransportprotocolsfortheECC;c)supportthebasicsetofIdentificationand,authenticationelementsvisibleatthecardsurface.ThisTechnicalSpecificationalsocontainsapossiblemethodologyforECCdurabilitytestingininformativeAnnexB.ThisTechnicalSpecificationreferstotheEuropeanlegislationandregulationsineffect.
